The Main Honours Committee reviews the work of the eight specialist sub-committees and agrees the final list for submission through the Prime Minister to The Queen. The Committee was established following the reviews of the honours system in 2004 by the Public Administration Select Committee and, separately, Sir Hayden Phillips and the government's subsequent Command Paper 'Reform of the Honours System' (Cm 6479), published the following year.
Main Committee comprises the chairs of the eight specialist sub-committees; the Chief of Defence Staff; the Permanent Secretary, Foreign and Commonwealth Office and another Permanent Secretary. The Committee chair is the Cabinet Secretary who is responsible for the work of the committee and for the submission of the final list to The Queen through the Prime Minister.
The recommendations of the eight specialist committees are reviewed by Main Committee to ensure balance and consistency.
The individual specialist committees comprise a non-civil service chair and a majority of non-civil service members, all selected after open advertisement. There are also Permanent Secretaries and other officials on the specialist committees, depending on the subject matter. The specialist sub-committees are:

Rushdie getting an honor for his confused writings really puts into question the whole honor system. To me it is meaningless anyway, just a way for the rich and powerful to buy favors and support.
Salman Rushdie wrote his only noteworthy book 20 years ago. It was primarily noteworthy because it earned him a Fatwa.
It is indeed not the greatest literature, although it has charming elements describing the immigrant community in England.
If the knighthood has been bestowed on him for that book it is rather late. Considering recent orchestrated efforts to inflame the Muslim population, including the publication of the Muhammad cartoons which were commissioned by Zionist "cultural editor" Flemming Rose, the suspicion was immediately that this knighthood had nothing to do with literary accomplishments and everything to do with the confrontation and persecution of the Muslims.
This most recent information on the participants in the decision making process leading to Mr. Rushdie being knighted, just serves to confirm our suspicion.
The only question which remains to be asked is whether Her Majesty the Queen is an active or just a "passive" Zionist.
