TO THE MEDIA AND CONGRESS?
The most likely motive for Anthrax being sent to congress was to discourage congressmen from reading letters from the people of the United States, thereby making the CIA controlled media and rigged polls the only source of information from which Congress could act.
This effectively cut off the public from Congress. Only those people able who could get through the switchboards would have had any voice at all.
The same is true with the media. Sending Anthrax to the media was designed to force then to end all contact with the letter-writing public. The Arizona Star, as one example, refused delivery of all snail mail unless it came from a known source.
Ask yourself this, would a real terrorist want to make the American media totally dependent on the U.S. Government for all its information, to prevent the media from receiving mail from U.S. citizens who question the official story and who are opposed to the war?
And, it should be noted that Congress was being sent Anthrax just at the exact moment the anti-terror legislation was being pushed through congress. According to Ron Paul, most congressmen voted for the bill without even reading it.

A quick note about Anthrax
Anthrax is not a good terror weapon. It was developed by the United States (which still holds the world's largest stockpiles of weapons grade Anthrax) as a battlefield weapon, because there is no possibility of runaway infection.
Anthrax has no secondary communicability. People who have the disease cannot give it to others around them. One must be directly exposed to the spores to get the disease. This makes Anthrax a great weapon to use to cripple an opposing army, because ONLY that army thus sprayed will get sick (tying up additional logistical and medical resources to keep them from dying). To use Anthrax effectively requires large numbers of delivery systems, something a terrorist would not have available.
Real bio-terror (as opposed to a staged fake incident) requires a pathogen with a high secondary communicability, so that a target group infected with it proceeds to infect more people around them, spreading the disease without additional effort on the part of the terrorists.
Therefore, Anthrax is a poor choice for real terrorists to use, but a great choice for someone planning to stage a phony terror event.

If you read "brendon oconnell's" recent comment about "lambs to the slaughter" - how they will round us up into concentration camps by staging a "anti-zionists unite" conference - you can begin to understand how instilling FEAR in the hearts of individuals is their best immunity against a united citizenry.

The purpose of a terror weapon is to induce terror. The fact that anthrax spores are limited in scope of infection in no way diminishes it's fear inducing factor.
A bag full of anthrax spores spread randomly on ATM machines, food supply mechanisms, mail sorting facilities, and transportation facilities would grind a nation to a halt immediately.
The anthrax attack was an integral part of the 911 event and was carried out by the same group. Witness that Cheney had his staff take Cipro the night of the 911 event.
How did Cheney know there would be an anthrax attack - because he ordered it to quiet the Congress and the press. It was the ongoing terror attack and it was very effective.
The usual suspects are Lt. Col. Philip Zack, Dr. Barbara Rosenberg, and Dr. Marion Rippy.
A year ago on WUFYS, I suggested that one other reason for the anthrax letters was to jump-start the offensive bio-weapons industry.
In 1971, everyone feared that a mutated germ might destroy mankind. (Remember that 1971 movie “The Omega Man”?) Eventually Nixon shut down 90% of the U.S. offensive bioweapons program, and changed Fort Detrick into an arm of the National Cancer Institute.
In March 1975, the USA and 154 other nations signed the Biological Weapons Convention. (Naturally, israel refused to sign.)
After 9-11, the Bush regime ignored the treaty and started the entire nightmare again. Fort Detrick was expanded. Whole new germ factories were built in the Utah desert. A new lab was built in Omaha.
The Army oversees the factories, but private contractors built them and operate them, and sell their products to clients around the world. Anthrax is only one of many germ products they offer.
Congress used the anthrax letters to channel billions of dollars to these private contractors.
