The supposed missing nuke (remember, this could be one big disinfo operation) has been stolen. If an alternate command within the U.S. government wanted to set off a nuke in America, they wouldn't risk being caught stealing one and they wouldn't need a stealth cruise missle mounted version. It's just too easy to load one on a container ship and set it off in port.
Q: Who would need to steal a stealth cruise missle with a range of 2000 miles?
A:A group who DIDN'T already have one and wanted to hit a target within that range! A group psychotic enough to attack with nukes, but not wanting to be detected.
