U.S. intelligence community confirmed that Israelis had nukes in 1974
In August 1974 the CIA, the State Department's Bureau of Intelligence and Research, and the Defense Intelligence Agency determined that Israel had nuclear weapons.
The CIA also determined that the Jews were selling nuclear materials, equipment, or technology to various other countries -- including Iran before the Shah was removed.
This was all contained in a top-secret document, consigned to the CIA's vaults for almost 32 years. The document was released to the public during Bush's visit to the Israelis.
A small part of it was released in early 2006 under a Freedom of Information Request placed by scholars Avner Cohen and William Burr.
The original document was part of a 1974 NIE report titled, "Prospects For Further Proliferation Of Nuclear Weapons."
State Department officials Joseph Sisco, Alfred (Roy) Atherton and Harold Saunders tried to whitewash the 1974 Special NIE report. They said it was CIA project, when in fact it was a large-scale project that included intelligence chief William Hyland as a senior member of the board. Hyland agreed that the Jews had nukes.
In both the original 1974 document and the 1975 State Department paper, the entire U.S. intelligence community determined, "Israel already has produced nuclear weapons."
This analysis was based on Israeli acquisition of large quantities of uranium, which was then enriched to weapons grade, and on the huge Israeli investment in the "Jericho" surface-to-surface missile that carries nuclear warheads.
The Jericho I model entered service in 1971. The Jericho III entered service since mid-2005. With a payload of 1,000 - 1,300 kg (2,200 – 2870 pounds) it has a range of 6,500-7000km (4,350 miles).
The missile has much greater range with a payload of only 350kg (772 pounds -- the weight of a Jewish nuclear warhead).
(This gives Israel a nuclear strike capability against the USA if the USA ever decided to end its financial support for Israel. The missile would have to be placed in Africa. One variant uses the Shavit booster, which allows the Jews to put satellites into orbit. It can also be fired from a mobile launcher.)
Israel and South Africa collaborated closely in rocket technology in the 1970's and 1980's. South Africa gave Israel uranium and test facilities for nukes. Israel gave South Africa aerospace technology, taken from the USA.
(Presumably the missile is named “Jericho” after the biblical book of Joshua, which celebrates how Jews slaughtered every man, woman, child, and animal in the city of Jericho, and stole all its valuables.)
The 1974 document describes the Jericho project, from its inception in France through its migration to Israel to the replacement of the original inertial guidance system by an Israeli design "based on components produced in Israel under licenses from U.S. companies."
Israel Aircraft Industries makes the Jericho missile, and has constructed a number of facilities for production and testing at a missile assembly and checkout plant at Ramle air base near Haifa.
The 1974 NIE said the Shah of Iran definitely sought nuclear weapons. “If he is alive in the mid-80's, if Iran has a full-fledged nuclear power industry, plus all the facilities necessary for nuclear weapons, and if other countries have proceeded with weapons development, we have no doubt that Iran will also make nuclear weapons."
The Shah's ouster in 1979 (and death a year later) slowed down Iran's nuclear project.
The authors of the 1974 NIE wrote that the USA helped France expedite its nuclear weapons program. France in turn helped Israel.
