US troops, families hit with indefinite curfew in Okinawa

TOKYO (AFP) - The US military slapped a sweeping curfew Wednesday on troops and their relatives on Japan's southern island of Okinawa after a series of incidents including an alleged rape that sparked tension.

The indefinite curfew took effect at 7:30 am (2230 GMT Tuesday) in the wake of calls from Japanese leaders for stricter discipline on the more than 40,000 US troops in the country, half of whom are stationed in Okinawa.
Marine Corps Lieutenant General Richard Zilmer, the top US commander in Okinawa, has ordered all members of the military and their families to stay on their bases or off-base residences until further notice.
"Active duty service members on Okinawa will be limited to their place of duty or employment, worship, education or medical or dental treatment" as they enter a "period of reflection," a military statement said.
It will "allow commanders and all service members an opportunity to further review procedures and orders that govern the discipline and conduct of all US service members serving in Okinawa," it said.
The US military has imposed night curfews on troops before and many US troops in Okinawa were already under orders to be back on base by midnight.
But it is rare for restrictions to be in place around the clock and to include families. A US military spokesman said it was unclear when such drastic action was last taken.
"The US military and its commanders take very seriously all incidents and allegations involving misconduct by service members," the military statement added.
The US troops are based in Japan under a security treaty to protect Washington's key Asian ally, which has been officially pacifist since World War II.
In another bid to calm public anger, the US military said it would hold a "day of reflection" for all forces across Japan on Friday.
The Japanese government welcomed the curfew.
"We value this," chief government spokesman Nobutaka Machimura told reporters, while adding, "We need further concrete preventive measures."
In a separate statement, the Japanese government said it "appreciates" the "strict measures" taken by the US military.
"We will hold close consultations between Japan and the United States so that the US side will devise appropriate longer-term measures to prevent a recurrence," the statement said.
A US Marine was arrested last week on allegations that he raped a 14-year-old girl in Okinawa, home to half of the US troops in Japan, leading Japanese leaders to demand tighter discipline for troops.
Staff Sergeant Tyrone Luther Hadnott, 38, has admitted trying to forcibly kiss the girl but denied raping her.
Thomas Schieffer, the US ambassador to Japan, quickly flew to Okinawa to offer a personal apology for the incident and pledged new training for troops.
But within days, Okinawa police arrested two more Marines, with one allegedly driving while drunk and the other accused of stumbling into a stranger's house and passing out intoxicated.
Meanwhile, the US military took an army member into custody in the middle of this month for an alleged sexual assault on a Philippine woman in Okinawa, Kyodo News said Wednesday, citing investigative sources.
Prefectural police plan to seek an arrest warrant on suspicion that he raped the woman, based on a claim filed by her, Kyodo said.
Japanese media also reported Tuesday that US authorities detained a Marine for allegedly distributing counterfeit 20-dollar bills in Okinawa.
Okinawa saw mass protests in 1995 after three US servicemen gang-raped a 12-year-old girl, setting in motion a process to reduce the number of soldiers on the island.
Protests have so far been small after the latest incidents, but Japan has promised to raise its concerns with US Secretary of State Condoleezza Rice when she visits next week.

I just want to address this issue especially to Indians who are doing such jobs, "Guys common , wake up - think we deserve much better " , .We live in our own country and do such derogatory work , such derogatory jobs. I just heard about a certain Richard bouchman (apparently someone in the White house) who criticised India for accusing Pakistan of its involvement in the Mumbai Blasts recently, citing we do not have hard evidence ,when the fact is one of the key suspects himself has confessed of " The Pakistans ISi's involvement in these attacks .See how useless these people are ?, and we go lobbying after them , such useless people. We think of strengthening our ties with these guys. "Byall means remember one thing-we are the east and they are the west , and no matter what -the difference will always be there.common , at leat educated indians should not opt out for such derogatory work !"

You know, regardless of whether the US should have troops around the world, the majority of the military personnel would rather be at home in the USA, I'm sure. Their assignment in Japan is particularly difficult as the average Joe & Mary Japanese are completely foreigner-averse. And regardless of whether the guy currently accused of rape is really guilty or not, the system of injustice in Japan is so tipped against non-Japanese, he'll never get a fair trial. Anyway, I'm trying to generate awareness of these injustices, by protesting Tokyo's bid to hold the 2016 Olympics. Check my very basic site, and see if you can "see" yourself on the cluster map!

Iran to US: Don't gamble with death

Iran's Supreme National Security Council member, Ali Larijani, Iran's former top nuclear negotiator says Washington would be gambling with death if it decides to launch a military attack on Tehran.
In a meeting in Qom, Ali Larijani said that although there is a remote possibility that the US will wage war on Iran, the Islamic Republic has reached a pinnacle of self-sufficiency and is fully prepared to defend itself in case it comes under attack.
"Iran's nuclear activities are in line with the regulations of the International Atomic Energy Agency and therefore accusing the country of pursuing nuclear weaponry would be solely aimed at justifying their warmongering policies," the senior official explained.
Larijani also clobbered Western media outlets, saying that they have launched misinformation campaigns against Tehran to undermine the pending IAEA report on Iran's nuclear program.
"The Western media is exaggerating the extent of Iran's uranium enrichment program to prevent the UN nuclear watchdog from releasing its positive assessment on the country's nuclear activities," said Larijani who is a member of Iran's Supreme National Security Council.
On Wednesday, sources close to the UN nuclear watchdog affirmed that the agency's upcoming report on Iran would be positive and that it would vindicate the Islamic Republic of the West's allegations.

A Message from the Women of Okinawa to All US GIs in Okinawa. Once again, American GIs have raped an Okinawan girl.
This one is from junior high. We are angry.
We do not believe that all of you are rapists. But given the long history of similar crimes over the sixty years from the Battle of Okinawa continuing to today, one could be forgiven for thinking so. If you are a female GI, can you trust these male GIs ?
We know that this incident is only the tip of the iceberg. There have been so many rape victims who have told no one and wept silently in their beds, that you are probably confident that you could get away with it, aren't you. But those days are now over.
We are not going to let us and our mothers, our sisters and our daughters be humiliated any longer. Whatever you do, wherever you go, we'll be watching you.
You have been turned into killing machines. The military organization has sought to teach you to see people not as people, but as something to kill. It is that same training that has taught you see us as someone you can rape casually. Go back to your hometown, where your mother is, and try to get yourself back to being a decent human being.
We do not hate you as individuals. But as members of the US military organization, you are unwelcome here. Maybe you imagine you are protecting Okinawa. But because you are here, we never feel safe. Because you are here, we feel constant fear.
You think that because the US military shed blood to seize Okinawa in World War II, the place belongs to you and you can do anything you want here, don't you.
But whatever countries or governments may have won or lost whatever wars, we have our dignity, our honor, and our freedom, and these are our islands, our land, our sky, our sea. Britain regrets that U.S. "torture flights" landed on British territory

LONDON, Feb. 21 (Xinhua) -- British Foreign Secretary David Miliband admitted on Thursday that two U.S. "torture flights" did land on British territory in 2002, contrary to previous reports.
Miliband told the House of Commons that he was "very sorry indeed" to have to say previous denials made in "good faith" were now having to be corrected.
"Terrorist suspects" on two separate U.S. flights landed at a U.S. base on the British Indian Ocean island of Diego Garcia to refuel in 2002, he said, and the United States had only alerted the British government to the incidents last week due to archive errors.
Former British Prime Minister Tony Blair and former Foreign Secretary Jack Straw made statements in 2005, 2006 and 2007 saying there was no evidence that flights had stopped on British territory.
Speaking in Brussels, British Prime Minister Gordon Brown said he was disappointed and that it was unfortunate that flights had landed on Diego Garcia without the knowledge of the British government.
Miliband said U.S. Secretary of State Condoleezza Rice has expressed "deep regret" that the British government was misled.
He said Rice shared his concern, adding "we both agree that the mistakes made in these two cases are not acceptable and she shares my deep regret that this information has only just come to light."
