What could those circumstances be and how quickly could they develop? Any number of simple things could trigger a presidential declaration of martial law. Once martial law is declared, there is no required constitutional mandate that would or could return a constitutional government again! The proof is all around from 107 thousand white UN railroad boxcars with 135 pairs of human shackles in each car, to the nearly 50 recently upgraded and newly built FEMA concentration camps. Lets not stop at this for the doubting Thomas’s and conspiracy theory critics, buts lets proceed to talk about all the other supporting evidence. Thousands and thousands of guillotines at every US military base across the US and at other locations. Lets just briefly look at some of the verifiable high profile evidence:

Reinforcement of bridges along rural  highways around US and Canadian borders. Definitely beefing up for military transport.

Thousands upon thousands of UN troops training in US for so called "MJTF  and Joint UN / American Training Exercises.

Russian Military Police training US police in Kansas; Brutalization of US Citizens and domestic riot control exercises.

Joint merger of all US law enforcement agencies to fight the so called "Drug War Problem"

Contamination of the atmosphere with toxic biological spraying from jet contrails.

Iridium satellite surveillance of all citizens with high resolution telescopic camera from multiple iridium system satellites. NSA mind control brain wave monitors.

New radio communications equipment and lighting towers at highway interchanges all across the US. Also reflective decoding placed on the back of US State highway signs. Likely to direct foreign military transport drivers to US Concentration Camps and military depots.

Internal subdivision of the US into 10 FEMA / MJTF self governing areas, in anticipation of a nuclear attack.

High technology transfer of supercomputers to PRC.

Shipload of guns given to Chinese officials.

Political campaign pledges and donations to present administration for political favors, alignments, high tech secrets, and favors.

Red China being given the Panama Canal by the UN.

Multiple reports of Black Helicopters all across the US and real commando type drills and raids on American towns, buses, people, and communities.

Rising fuel prices and gasoline prices, showing an impending conflict with oil producing countries and producers, inflation, and possible financial and economic instability. A financial crash would most certainly imply a state of martial law!
