We Are Under Martial Law As Declared By The Speaker Last Night

Congressman Burgess asks the Speaker of the House to post the bailout bill on the internet for at least 24 hours instead of passing the largest piece of legislation in US financial history in the “dark of night.”

The most frightening part of Rep. Burgess’ one-minute floor speech is when he says, “Mr. Speaker I understand we are under Martial Law as declared by the speaker last night.”

This isn’t “martial law” as in police state.

Martial law in congress means they will go ahead with the bill without votes.

It does not apply to any specific measure, but rather grants blanket authority.

On the contrary, doesn't it mean that they have to vote on the bill without having any opportunity to read it? (as in Roberts Rules). Not being a U.S. citizen, I wouldn't know for sure, but that is what I would presume.

If it is so, it is nothing new, except that on other occasions they have the opportunity to read a bill, but in reality rarely take it.

That's the most revealing House speech I've seen since the days of Jim Trafficante. Something big is about to happen and this brave Representative has put his neck on the line to warn us all.

"On March 9, 1933, Congress passed "AN ACT To provide relief in the existing national emergency in banking, and for other purposes." [73rd Congress, Public Law No. 1, March 9, 1933. (Title I, ? 1, 48 Stat. I] (emphasis mine) "That the Congress declares that a serious emergency exists and that it is imperatively necessary speedily to put into effect remedies of uniform national application. " Congress, not to be outdone by the President, passed a joint resolutions which confirmed the existence of the emergency (March 9 Proclamation) and argued that the resolution was necessary, otherwise the payment in gold, of real debts, would "obstruct the power of Congress to regulate the value of the money of the United States." That "every provision contained or made with respect to any obligation which purports to give the obligee a right to require payment in gold [the Constitution] or a particular kind of coin or currency [gold certificates], or an amount in money of the United States measured thereby; is declared to be against public policy; . . . Every obligation, heretofore or hereafter incurred, whether any such provision is contained therein or made with respect thereto, shall be discharged upon payment, dollar for dollar: in any coin or currency [Federal Reserve Notes] which at the time of payment is legal tender

The House Republican Leadership has announced its intention to have the House vote, before adjourning on Friday or Saturday, on several major pieces of legislation that are not yet available to House members in final form because behind-closed-door negotiations on the proposals are still going on.  The Leadership apparently intends to use a process known as “martial law” to allow these bills to be brought to the floor very shortly after negotiations are completed, with the result that Members of the House are likely to have virtually no time to examine and consider the details of the legislation before they will be required to vote on it.
