President Eisenhower suggested an oil reserve after the 1956 Suez Crisis. The Cabinet Task Force on Oil Import Control recommended a similar reserve in 1970.
Harold LeClair Ickes (March 15, 1874 – February 3, 1952) was a United States administrator and politician. He served as Secretary of the Interior for thirteen years, from 1933 to 1946, and was responsible for implementing much of President Franklin D. Roosevelt's "New Deal". He is the father of Harold M. The US always seems to be refilling the SPR, but other than taking some out during Hurricane Katrina, it makes one wonder where that black gold got off to.
My guess is that oil tankers regularly move that commodity to that SLC in the ME.
