This poor excuse for journalist on Guardian online doesn't even bother to answer her own heading/question..
However Benjamin Fulford has some "ideas" on how to assess not just IMF but its owners as well.
if Tom, Dick and Harry would agree to change their lifestyle and admit that their standard of living have been built mainly on basis of plunder and blood sacrifices done by their honorable representatives in political and financial hiearchy.(blood diamond, blood oil, blood gold etc.)

Now let us look at how the fiat money system controlled by the hyper-rich works. What they do is create money out of nothing, usually as digits in a computer. They then "lend" this money to the people who have to pay it back with "interest." The end result is an upwards flow of tribute to an elite few at the top in exchange for nothing. Up the pyramid goes real stuff, down the pyramid goes paper worth "nothing."
On a smaller scale this sort of thing is known as a pyramid scheme. On a global scale it is still a pyramid scheme. Pyramid schemes end when they run out of new people ready to join the bottom of the pyramid. The global pyramid scheme is ending because we are running out nature to destroy and people to oppress. The situation is so dire that 90% of the world's savings are going to feed a hungry Anglo-American Israeli military machine that is being used to suppress the people of the planet. As they say, you can't squeeze blood from a rock so, the situation now has come to the point where the pyramid is collapsing.
What we need to do now is to rebuild the global financial system from scratch. One approach would be to stop the digital printing presses and give people in bankrupt America/England and Israel etc. enough cash for a month or so to tide them over until the new system was built. We would then need to do an inventory of the planet earth. It would assign value to everything on the planet, forests, oceans, people etc. Any money in the old system that could be connected to real things like land and factories, would remain in the hands of its previous owners. Any money that was made from "nothing" would be reassigned to the forests, oceans and poor peoples of the world.
The next step would be to gather all the wisest people to come up with the details of a better way of navigating into the future. This would involve creating a harmonious balance between nature, markets and people. The end result should be that humanity as a whole creates more life and wealth than it destroys. In other words never again must humanity become an engine of destruction. Humanity can then go out into the universe creating new gardens of Eden everywhere.

Now it seems to me that all of this financial mumbo jumbo that our finacial world is screaming about is quite deliberately orchestrated by the true owners of the IMF, WB, and other bloodsuckers...much like 9/11 was orchestrated to usher new age in world politics and preventative (preemptive) military geopolitical shift.
Talk about thought crime heh...world has been coerced into global military obedience by little (comparetevily) tragedy of 9/11 because you are either with US or against US. Who dared to stand up to this megalomanic idiocy that has mobilised the world into elusive chase of ghost rider(s) like Mr. Usama?!

Images were too fresh of unfortunate people jumping of the twin towers choosing concrete over the fire. What was the result?
Hundreds of thousand dead of same old Tom, Dick and Harry in Iraq and Afghanistan. Oh sure they were strugling with same daily concerns like all slaves in US, EU etc. However their big tragedy is somehow deserved because they don't have this another elusive thing called "American Dream" so what the heck they didn't lose much by being incinerated with AWEsome firepower of pissed off Tom, Dick and Harry in the west. Not true?!
Think again and again and you will see that darwinistic satanic ideology is much preserved in our western psyche that we are somehow more valueable than our counterparts in those "primitive, undemocratic, brownish" third world countries that for some reason have our oil, diamonds, gold etc. under their soil.
Hmm...what was God thinking when he was distrubuting this valueable stuff to those primitives...maybe He was providing some leverage in global trade that could be based on fair exchange of resources between those who have need for food, water and other common products and those who need oil, diamonds and gold to whatever purposes.
However satanic elite never liked fair and square trade because that would undermine their basic tenet of creating harm and agony for the children of men. It's so called finacial system is in itself a very effective tool of causing much of pain and suffering to many generations through its usurious transactions.
So anyone that believes that Money for Nothing financial system that we have now is worth of saving is king of all idiots. Only satanic peddlers are screaming out to the public "save the banks". Anyone sane and honest should tell them "Go to Hell" whence they came from.
OK thats my emotional uptake on this so called crisis. What I see in here is a finacial demolition job quite similar to the infamous 9/11 job.
What is its objective? Think a bit. Surely it must be global agenda similar to war on terror.
Why? Well for one they never demolish anything that still brings income to their fat pockets. Now, we are talking about banks and bankers and they owe money to Feds all over the world and they in turn owe money to those who own all of them.
Surely it is them who are bringing down this banking system but why would they do that....heh they are ready for new century finances that will have one currency and no cash in hand...bars, numbers and codes is all that they will give you after they torture your into submission by famine and greatest joke called Homeland Security...
sure it is Security but not for Tom, Dick and Harry but for the owners of the world...they want to come out so that all may worship them grateful for salvation they have delivered with their ingenious financial FIX...

Oh crap...I have written quite good response to Ken's post about our stored energy and this crap pc froze on me loosing all that I have written...no way I can do it all over again...just in short stored energy is not piece of paper that someone else decides its worth and this is how they hijacked gold and silver currencies giving us fiat money and even that was not bad enough now they will give us cyber digits wich can never be used outside of their system and thus total control of how and where we can exchange our stored energy for things that we need or want ... frozen assets of countries does this ring a bell...hehe... now think about frozen assets of every individual who dares to think for himself ... are we there yet...Enemy of the State...how hard can it be for true enemies of the state to take you out of existence through cyber wiring...Eraser....do you want to know what it is Neo? You are a slave born in bondage thus imperceiveable to you, this world order is a veil cast over your eyes to blind you from the truth that you are a stored energy to be used and then discarded...that is our state fellows and it is going to get worse before it gets better...be strong in mind and spirit for you have no other real value in your possesion all the rest is theirs for keeping...
